\nEl trabajo que se presenta tiene como prop\u00f3sito analizar el efecto que han tenido las recientes reformas introducidas en la estructura de la Administraci\u00f3n Local en Portugal despu\u00e9s del rescate financiero del 2011 sobre la eficiencia y la productividad de los municipios. Concretamente se eval\u00faan las actividades realizadas por los 278 municipios peninsulares durante el per\u00edodo 2009-2014. En primer lugar, se utiliza el \u00edndice de productividad global de Malmquist desarrollado por Lovell y Pastor (2005) para identificar posibles cambios en la productividad a lo largo del tiempo. Posteriormente, siendo conscientes de que la actuaci\u00f3n de los gobiernos locales puede verse afectada por su entorno socioecon\u00f3mico, se aplican los estimadores de eficiencia condicional desarrollados por Daraio y Simar (2005) adaptados a un contexto din\u00e1mico por Mastromarco y Simar (2015). Adem\u00e1s, esta t\u00e9cnica permite examinar el efecto de las variables de contexto sobre las medidas de eficiencia y el cambio tecnol\u00f3gico. Los resultados obtenidos reflejan que las reformas introducidas recientemente han tenido un impacto sobre la productividad de los municipios, aunque s\u00f3lo en los de menor tama\u00f1o.<\/span>
\nBreve Bio:<\/strong><\/span>
\nJos\u00e9 Manuel Cordero es Profesor Titular en el Departamento de Econom\u00eda de la Universidad de Extremadura. Su experiencia investigadora se centra en el estudio de las t\u00e9cnicas para la medici\u00f3n de la eficiencia en el sector p\u00fablico, la econom\u00eda de la educaci\u00f3n y la financiaci\u00f3n de las haciendas territorializadas. Es autor de un amplio n\u00famero de trabajos de investigaci\u00f3n sobre estas materias publicados en revistas cient\u00edficas nacionales e internacionales de reconocido prestigio, adem\u00e1s de varios libros y cap\u00edtulos de libros. Ha participado como investigador principal y miembro del equipo investigador en varios proyectos competitivos y contratos de investigaci\u00f3n con distintas entidades. Ha sido profesor visitante en el Teachers College de Columbia University. Con anterioridad, realiz\u00f3 funciones de asesoramiento t\u00e9cnico para el Presidente de la Diputaci\u00f3n Provincial de Badajoz y Presidente de la Comisi\u00f3n de Haciendas Locales de la Federaci\u00f3n Espa\u00f1ola de Municipios y Provincias (FEMP).<\/span>

\nThe aim of this work is to examine the effect of the reforms introduced in the structure of the Portuguese local administration after the bailout agreement in 2011 on the efficiency and productivity of municipalities. Specifically, we assess the performance of the 278 Portuguese mainland municipalities for the recent six-year period 2009-2014. Firstly, in order to determine a measure of productivity change we apply the global Malmquist productivity index developed by Pastor and Lovell (2005), which allows determining productivity change over time. Subsequently, since we are aware that the performance of local governments might be affected by their socio economic context, we apply the conditional frontier estimators developed by Daraio and Simar (2005) adapted to a dynamic framework by Mastromarco and Simar (2015). Furthermore, thie technique allows us to examine the effect of contextual and exogenous variables on municipal efficiency levels and technological change. The results reveal that the recent local reforms have had a positive effect on the productivity of municipalities, but only for small and medium-sized municipalities.
\nBrief Bio:<\/strong>
\nJos\u00e9 Manuel Cordero is an Associate Professor in the Department of Economics in the University of Extremadura. He holds a degree and Ph.D. in Economics from the same university. His scientific production has been focused in the following fields of research: efficiency measurement in the public sector, economics of education and fiscal federalism, including local and regional governments. His research experience in the aforementioned fields has been reflected in multiple scientific articles published in referred journals as well as in several books and book chapters. He was a visiting scholar in Teachers College de Columbia University with the funds provided by the Spanish Ministry of Science and Education. He has participated as principal researcher or as a member of the research group in multiple research projects from different entities (Ministry of Economy and Competitiveness, Extremadura Government, Ram\u00f3n Areces Foundation or the Institute for Fiscal Studies). Likewise, he has attended numerous conferences and congresses in Spain and worldwide related to his research interests. Previously he occupied a position as a technical advisor for the President of the Provincial Government in Badajoz and the President of the National Comission of Local Governments integrated in the Spanish Federation of Municipalities and Provinces.[:]<\/p>","protected":false},"excerpt":{"rendered":"
